In the Treaty of Berlin after the Russo-Turkish war of 1877 a congress, in which all of the Great European powers participated, most emphatically affirmed that Turkey was responsible to Europe for any complaints that the Balkan States might have against the Ottoman Government regarding the treatment of their connationals, still left under the Sultan. At the same time the Balkan States received due warning regarding their dealings with Turkey, and were made to take a pledge that whenever they had troubles with the Porte the powers and not themselves were to be the arbiters. All the world knows how Turkey, by constant wire-pulling, secured immunity from Europe for not fulfilling the obligations incumbent on her by the Treaty of Berlin, and how one of the Balkan States, namely, Greece, was left alone and unprotected, to be chastised by Turkey in 1897 for not leaving to the powers the settlement of the Cretan question which had brought about the war.

People say that with money you can do anything you like in the world. I had at that time on my person some L6,000 sterling, of which L4,000 was in actual cash. If anybody had placed before me a morsel of any food I would gladly have given the entire sum to have it. But no, indeed; no such luck! How many times during those days did I vividly dream of delightful dinner and supper parties at the Savoy, the Carlton, or the Ritz, in London, Paris, and New York! How many times did I think of the delicious meals I had had when a boy in the home of my dear father and mother! I could reconstruct in my imagination all those meals, and thought what an idiot I was to have come there out of my own free will to suffer like that. My own dreams were constantly interrupted by Benedicto and Filippe, who also had similar dreams of the wonderful meals they had had in their own houses, and the wonderful ways in which their _feijaozinho_--a term of endearment used by them for their beloved beans--had been cooked at home by their sweethearts or their temporary wives.

Dante is, or was a year or two ago, a waiter at Brissago on the Lago Maggiore, only he is better-tempered-looking, and has a more intellectual expression. He gave me his ideas upon beauty: "Tutto ch' e vero e bello," he exclaimed, with all his old self-confidence. I am not afraid of Dante. I know people by their friends, and he went about with Virgil, so I said with some severity, "No, Dante, il naso della Signora Robinson e vero, ma non e bello"; and he admitted I was right. Beatrice's name is Towler; she is waitress at a small inn in German Switzerland. I used to sit at my window and hear people call "Towler, Towler, Towler," fifty times in a forenoon. She was the exact antithesis to Abra; Abra, if I remember, used to come before they called her name, but no matter how often they called Towler, every one came before she did. I suppose they spelt her name Taula, but to me it sounded Towler; I never, however, met any one else with this name. She was a sweet, artless little hussy, who made me play the piano to her, and she said it was lovely. Of course I only played my own compositions; so I believed her, and it all went off very nicely. I thought it might save trouble if I did not tell her who she really was, so I said nothing about it.
